概要
本稿は、日本企業のパネルデータを使用し、近年の最低賃金上昇が企業に与えた影響を分析する。隣接県の最低賃金とのギャップを都道府県別最低賃金引き上げの操作変数として推計した。推計結果によれば、第一に、最低賃金引き上げは当該都道府県に立地する企業の平均賃金を高める一方、雇用を減少させる効果を持っていた。第二に、最低賃金引き上げは企業の利益率を低下させる効果を持っていた。第三に、最低賃金引き上げが企業の生産性を高める効果は確認されなかった。これらの結果は、地域によって生産性や物価が異なることを踏まえて最低賃金を適切な水準に設定しないと、当該地域に意図せざる悪影響を持つおそれがあることを示唆している。

This study examines the impacts of recent minimum wage increases on businesses using panel data on Japanese firms. The gap between neighboring prefectures’ minimum wages is used as an instrument for prefectural minimum wage increases. The results shows that, first, prefectural minimum wage increases raised average wages for firms located in the prefecture but reduced employment. Second, minimum wage increases lowered firms’ profit margins. Third, no evidence is found showing that minimum wage increases improved firm productivity. Therefore, minimum wages may adversely affect the concerned regions unintentionally when they are not set at levels reflecting regional difference in productivity.
