本稿は、東日本大震災が地域の中小企業に及ぼした長期的な経済的影響を評価する。被災状況を測定する独自の調査データと、業績結果を測定する18年間(2007〜2024年度)の財務諸表パネルデータを組み合わせて分析を行った。地震や津波の被害に遭ったと回答した企業は、比較可能な他の回答企業と比較して、事業活動の規模において持続的な遅れをとっている。被災企業の年間売上高は、震災後の14年間において対照群(コントロールグループ)を平均して約4分の1下回っており、この格差は時間の経過とともに縮小するどころかむしろ拡大し、回復の兆しを見せないまま2024年まで継続している。こうした持続的な後遺症は、復興需要が及ばなかった建設業以外の部門に集中している。一方で、企業による自己申告ではなく、地理的位置情報に紐づけられた物理的ハザードや所在地から推計した被災度を用いた場合には、こうした後遺症は確認されなかった。このことは、所在地に基づく指標が、実際に被災したことと復興域内に所在していたことを混同している可能性を示唆している。この分析結果は、災害後の軌道が、標準的な3〜5年という政策的枠組みをはるかに超え、数十年にわたる時間軸で展開することを示している。

This paper evaluates the long-term economic impacts of the 2011 Great East Japan Earthquake (GEJE) on small and medium-sized enterprises (SMEs). We combine a proprietary firm survey, which measures disaster exposure, with an 18-year panel of financial statements (fiscal 2007--2024), which measures outcomes. Firms that report having experienced the earthquake or tsunami fall durably behind comparable respondents in the scale of their activity and exhibit the following: annual sales among affected firms average roughly a quarter below control firms over the fourteen post-disaster years, the gap widens rather than closes over time, and it persists through 2024 with no sign of reversal. The scarring is concentrated outside the construction sector, where reconstruction demand was not a significant factor. Exposure assigned based on geocoded physical hazard data and maps or from firm location instead of the self-report yields no evidence of scarring, suggesting that location-based measures conflate damage with presence in the reconstruction zone. The findings indicate that post-disaster trajectories unfold over a multi-decadal horizon, which is well beyond standard three-to-five-year policy frameworks.
