概要

本稿では、日本の中小企業における災害対策の事後的な有効性を検証する。3,500社以上の中小企業を対象とした独自の調査に基づき、大きな乖離の存在が明らかになった。すなわち、損害保険に対する主観的な評価が地震に対して最も低く、風災に対して最も高くなる一方、公的支援や融資においてはその順位が逆転しており、これはおそらく災害の種類による予測可能性・難易度の違いを反映していると考えられる 。しかしながら、こうした主観的認識と客観的な財務指標との相関は弱いことも判明した。重要なのは、このような認識のズレに加え、中小企業の財務データに内在するノイズがあるにもかかわらず、自発的な戦略変更は、正の効果を頑健にもたらしている点である。さらに、事業継続計画(BCP)は、概ね、事業中断リスクを低減する上で有効に機能している。総じて、災害の特性に応じた柔軟な企業支援策を展開すべきであることともに、本稿により、回復に向けた中小企業自身による自発的な戦略的適応の重要性が浮き彫りになった。

This paper examines the post-disaster effectiveness of countermeasures available to Japanese SMEs. Based on a unique survey of over 3,500 SMEs, we document a stark disconnect: subjective evaluations of property insurance are lowest for earthquakes but highest for storms—a ranking that reverses for public relief and loans, likely reflecting differences in the predictability of disaster classes. These perceptions, however, correlate weakly with objective accounting measures. Crucially, despite these perceptual mismatches and the inherent noise in SME accounting data, proactive strategic changes yield robust, positive financial results. Furthermore, Business Continuity Plans (BCPs) generally function effectively in reducing the likelihood of business interruption. Ultimately, while policy interventions must be tailored to specific disaster types, our findings highlight proactive strategic adaptation as the critical driver of SME recovery.
