自由で開かれたインド太平洋構想の重要なパートナーであるインドと日本には、今後どのような課題やチャンスがあるのでしょうか。
インド屈指の日本通であり中国通でもあるチノイ前駐日大使・現インド国防問題分析研究所(IDSA)所長と、IDSAと並ぶインドのトップシンクタンクRISのモハンティ教授に、両国の経済関係の強化やGVS(Global Value Chain)についてお話を伺います。

  • スピーカー:Amb. Sujan R. CHINOY (Director General, Manohar Parrikar Institute for Defence Studies and Analyses (Manohar Parrikar IDSA), India / Former India's Ambassador to Japan)

    Amb. Sujan R. Chinoy, an expert on China, Japan and national security issues, is Director General, Manohar Parrikar Institute for Defence Studies and Analyses (Manohar Parrikar IDSA), New Delhi. A career diplomat of the Indian Foreign Service from 1981-2018, he was India's Ambassador to Japan from 2015-2018, and earlier, the Ambassador to Mexico. A specialist with over 25 years of experience on East Asia and the Asia-Pacific, he served in Indian Missions in Hong Kong and Beijing and as Consul General in Shanghai and Sydney. He also served as India's representative to the First Committee at the United Nations in New York dealing with Disarmament & International Security Affairs and as Political Counsellor in the Indian Mission in Riyadh. At Headquarters, in the Ministry of External Affairs, he was Director (China) as well as Head of the Expert Group of Diplomatic & Military Officials tasked with CBMs and boundary-related issues with China for four years. He was also the desk officer for the USA and Canada, and Officer on Special Duty in charge of press relations in the External Publicity Division. On deputation for four years with the National Security Council Secretariat under the Prime Minister's Office, Amb. Sujan Chinoy worked extensively on internal and external national security policy and anchored strategic dialogues with key interlocutors around the world. He is fluent in English and Chinese (Mandarin), and conversant in French, Spanish, German, Japanese, Arabic, Urdu and French-Creole.

  • スピーカー:Saroj Kumar MOHANTY (Professor, Research and Information System for Developing Countries (RIS), India)

    Professor Saroj Kumar Mohanty is serving at the Research and Information System for Developing Countries (RIS), a think-tank supported by the Ministry of External Affairs. As an economist, he has been working on issues relating to Asian economic integration, GVCs, RCEP, SAARC, BRICS, IBSA, GSTP, Indo-Pacific, etc. His other research interest includes trade & employment, south-south cooperation, development cooperation, WTO issues and technology intensive trade. Previously, he was teaching in Jawaharlal Nehru University, New Delhi. He has published several papers and books in both national and international journals. He has long association with number of multilateral organisations and think tanks including Asian Development Bank, UN-ESCAP, UNDP, FAO, European Commission, Commonwealth Secretariat, SAARC Secretariat, German Development Institute, etc. Recently, he has prepared a few studies on India's engagement with the AAGC process and its response to rising trade deficit with China. He has just finished two monographs on ‘India's Economic linkages with South Asia: Analysis of Four Country Studies' and ‘India's Economic Engagement with LAC'.
