Overview

The Noto Peninsula earthquake forced large-scale evacuations over a wide area. In providing support to disaster-affected people, it became necessary to enable the sharing of personal data as they moved across municipalities. This led to the development of the nation’s first Disaster-Affected People Database. The development and use of the database highlight that disaster-affected people face distinct needs depending on their specific situations, ranging from relocation and access to welfare services during the disaster to rebuilding their lives afterward. Therefore, we will analyze the issues that arose from the experience in providing such support and investigate how the use of the database can transform future disaster management.
