Does the World Cup add momentum to local development?

Discrimination is not purpose of survey

To avoid misunderstanding, I would like to note that the purpose of my survey is not to substantiate or evaluate each local government's achievements made through hosting the World Cup. The results given under the 25 survey items are not intended for use in judging success or failure of each host local government. Neither is it the intention of the survey to check or verify whether, or how, and to what extent each local government fulfilled its goals. All these issues should be left to the members of each of the local communities concerned, to which I do not belong (it would be none of my business to check and verify them).

Although it may be unsolicited advice, these local communities should first map out a "regional" vision on their own. It is not necessary to try to equally fulfill all the assumed goals, or all the 25 items listed on the survey. Rather, they would be able to define their respective "regional" vision through deciding on the prioritization of these items. They do not even have to try to answer all of those questions. What was intended in the survey was to clarify whether, how, and on what each government makes judgment, and whether such a judgment is being made based on its own verification. Judgment on the performance of each government should be made by administrators themselves and the people living in each region. What I tried to do was test the, "actual state of mechanism," for ex-post evaluation. In other words, I tried to find if, and how these local governments recognize their initial intention prior to hosting an event, incorporate such initial intention into policy measures, and assess the outcome. It is hoped that the results derived from this survey will inspire debates on:

- the clarification of "purposes" prior to an event,
- consensus-building to set "goals" (target figures), and
- the institutionalization of "ex-post verification of performance results and evaluation."

This survey, by providing convenient measurements as a foundation for such debates, proposes the creation of an evaluation mechanism that consists of a set of frameworks for clarifying "purpose", setting "goals" (target figures), and verifying the "results".
