ADACHI Kenyu

Director-General, Electricity and Gas Industry Department, Agency for Natural Resources and Energy

Mr. Adachi graduated from the Faculty of Law of the University of Tokyo and joined the Ministry of International Trade and Industry in 1977. He served in various posts including: Industrial Researcher of JETRO London Centre; Director for Distribution and Logistics Policy Division of Commerce and Information Policy Bureau and Director for Economic and Industrial Policy Division of the Economic and Industrial Policy Bureau both at METI; and Director for Policy Planning and Coordination Division of the Minister's Secretariat at METI, before he assumed his present post in June 2004.


HATTA Tatsuo

Faculty Fellow and Research Counselor, RIETI / Professor, Division of International Studies, International Christian University

Professor Hatta is an expert member of the Energy & Resource Council at the Ministry of Economy, Trade and Industry (METI) and a member of the Social Capital Council at the Ministry of Land, Infrastructure and Transport. Before joining the faculty of International Christian University, he taught at the University of Tokyo (1999-2004), Osaka University (1986-1999), and the Johns Hopkins University (1978-1986). Professor Hatta received his Ph.D. in economics from The Johns Hopkins University in 1973.

Noé van HULST

Director, Long-Term Co-Operation and Policy Analysis Office, International Energy Agency (IEA)

In 2003, Dr. Noé van Hulst was appointed Director of the International Energy Agency's Long-Term Co-operation and Policy Analysis Office, which conducts policy analyses of coal, gas and electricity, including nuclear and renewables in the context of energy market developments; and monitors key policy issues raised by regulatory reform and market liberalization in the sector. It reports on the energy policies of IEA member countries and carries out analysis to assist in the integration of environmental and energy policies. The Office is also responsible for the influential publication, World Energy Outlook. Dr. van Hulst is the former Director-General for Competition and Energy at the Ministry of Economic Affairs in the Netherlands. Subsequent to joining the Ministry in 1988, he worked as Deputy Director for Technology Policy, Director for Fair Trading, and Deputy Director-General of Economic Structure. Dr. van Hulst has written a number of publications on issues such as liberalization of energy markets, labour markets, technology policy, and competition policy.


KAWAMOTO Akira

Consulting Fellow, RIETI

Mr. Kawamoto joined the Ministry of International Trade and Industry in 1981. A graduate of the Faculty of Law at the University of Tokyo, he holds a master's degree from the University of Oxford (Philosophy, Politics and Economics). After serving in various capacities at MITI and the Economic Planning Agency, Mr. Kawamoto worked at the OECD secretariat from 1995 to 1999, participating in its Regulatory Reform Project. Returning to MITI (METI since 2001), he served as Director of the International Trade Research Office, and from 2000 to 2003 as Director for Electricity Market Division, overseeing the electricity sector. Later he helped formulate policy strategy for future industrial structure in Japan as Director of the Industrial Structure Policy Division of METI, Mr. Kawamoto assumed the posts of Counsellor for Overall Strategy for Science and Technology Policy at Cabinet Office in June 2004 and Consulting Fellow at RIETI in August 2004. He was involved in creating several OECD publications and assisted in the publication of the White Paper on International Trade 2000.

KOJO Makoto

Professor, Department of Legal Studies of the Global Environment, Faculty of Law, Sophia University / Member of the Electricity Industry Committee, Advisory Committee for Natural Resources and Energy

Professor Kojo was Professor and Associate Professor at the Faculty of Law of Hokkaido University before assuming his current position at Sophia University. He has been a member of several government committees, including the Working Group on Basic Problems of the Gas Market Environment at the Agency for Natural Resources and Energy. His research focuses on economic regulatory law and administrative remedies, as well as public environmental law.

MASUMOTO Teruaki

Vice Chairman, The Federation of Electric Power Companies

After graduating from Waseda University's Faculty of Political Science and Economics, Mr. Masumoto joined Tokyo Electric Power Company in 1962. There he assumed the post of Director of the Corporate Communications Department in 1995. Masumoto has held a number of important positions in the company, including director of the Corporate Communications Department and Environment Department in 1998, managing Director in 1999, Executive Vice President in 2001 and 2002, and Executive General Manager for the Plant Siting & Regional Relations Division in 2002. Masumoto became Director and Vice Chairman of the Federation of Electric Power Companies in 2004.


OKAMATSU Sozaburo

Chairman, RIETI

After Graduating from the Faculty of Law, University of Tokyo, Mr. Okamatsu joined the Ministry of International Trade and Industry. He served in many senior positions, including Vice Minister for International Affairs, Ministry of International Trade and Industry (MITI). He was the chief negotiator in auto talks with the U.S. government from 1992 to 1994. Okamatsu also served as Executive Vice President of Arabian Oil Company from 1997 to 2000. Since 2001, he has been Chairman of the Research Institute of Economy, Trade and Industry (RIETI) and Vice Chair of the Clean Development Mechanism (CDM) Executive Board. He is also an advisor to METI.


SUETSUGU Katsuhiko

Secretary General, Asia-Pacific Energy Forum (APEF) / Member of the Electricity Industry Committee, Advisory Committee for Natural Resources and Energy

A graduate of Waseda University in 1964 with a B.A. in political economy, Mr. Suetsugu joined the Nihon Keizai Shimbun (Nikkei) newspaper as a writer. He was a visiting research fellow for East Asian Studies at Harvard University (1977-1978); became an editorial writer and columnist for the Nikkei (1979); was Appointed Fellow at the Center for Business & Government, Kennedy School of Government, Harvard University; and was Director of the East Asian Electricity Restructuring Forum (EAERF) at Harvard (1994-1996). He is Secretary General of Asia-Pacific Energy Forum (APEF), a non-profit, private research and opinion group on energy and environment issues, focusing on the Asia-Pacific region.

TANABE Yasuo

Vice President, RIETI

Before assuming his current position in 2004, Mr. Tanabe held many senior posts since he joined the Ministry of International Trade and Industry (the present Ministry of Economy, Trade and Industry) in 1978. He has served as Director of the International Affairs Division at the Agency for Natural Resources and Energy (ANRE) (2002-04), Director of the Recycling Promotion Division at Environment & Technology Bureau (2000-02), director of the Europe/Russia/Middle East Division at International Trade Policy Bureau (ITPB) (1998-2000), and Director of the Petroleum Exploration and Production Division at ANRE. Mr. Tanabe was also seconded to the Multilateral Investment Guarantee Agency (World Bank) in 1989 and taught at Keio University, Nagoya University and Hosei University as part-time lecturer between 2000 and 2002. He holds a B.A. in Public Law from university of Tokyo and an M.A. in International Relations from Stanford University.

TSURUTA Toshimasa

Professor Emeritus, Senshu University / Member of the Electricity Industry Committee, Advisory Committee for Natural Resources and Energy

Dr. Tsuruta began teaching Economics at Senshu University in 1977 as Associate Professor and was Appointed Professor in 1979. He became Director of the Graduate School of Economics in 2001 and Professor Emeritus in 2004. He also serves as Member of the Electricity Industry Committee, Advisory Committee for Natural Resources Energy. He belonged to the Kokumin Keizai Research Institute. His expertise includes industrial organization theory and competition policy. He holds a Ph.D. in economics.

YOSHITOMI Masaru

President and Chief Research Officer, RIETI

Dr. Yoshitomi was previously dean of the Asian Development Bank (ADB) Institute, Tokyo (1999-2003). He was also Visiting Executive Professor at the Wharton School, University of Pennsylvania (1993-98). Yoshitomi served as Director-General, Coordination Bureau at the Economic Planning Agency (EPA) (1991-92), Director-General, Economic Research Institute, EPA (1987-91), and Director, Economics and Statistics Department, OECD (Paris) (1984-87). He also served as an economist at the IMF (Washington, D.C.) (1970-74). He holds a Ph.D. in Economics from the University of Tokyo.
