Government as Investor to Individuals : Lessons from Australian "Income-Contingent Loans"

The Covid-19 health and economic crisis requires huge government assistance so that people can afford social distancing and businesses can cover overheads while economies are in shutdown. Already many governments have spent record amounts. If some of the assistance was provided using income-contingent loans, it will be easier to get more assistance out faster and there will be some automatic budget repair when the economy recovers. Income-contingent loans are used for higher education tuition in countries like Australia and the United Kingdom.
