Nurturing Entrepreneurship: What policymakers can do

Richard Katz, the author of The Contest for Japan’s Economic Future, discusses what policymakers can do to promote more entrepreneurship. He believes the Kishida Administration was right to call for more high-growth SMEs and unicorns. Japan cannot revive its economy without a new cohort of dynamic, innovative firms. The good news is that generational and technological changes and globalization provide the basis for resurrecting the kind of entrepreneurship that propelled the postwar economic miracle. However, these trends cannot reach critical mass unless they are amplified by government policy. At the same time, Tokyo must help remedy remaining obstacles, particularly insufficient access to external finance from capital markets and banks. Unfortunately, the few steps taken by Tokyo, such as the tax incentive for business angels, have been poorly designed, particularly in comparison to programs in other countries. Mr. Katz will present an agenda for future action.

  • Richard KATZ (Former Carnegie Council Senior Fellow / Toyo Keizai Online / Blog: Japan Economy Watch)
    Richard Katz is a former senior fellow at Carnegie Council for Ethics In International Affairs, and writes an opinion column for Toyo Keizai Online.
    His new book on Japan (2023), The Contest for Japan’s Economic Future: Entrepreneurs vs. Corporate Giants, is about the growing opportunity to revive Japan’s economy through a restoration of entrepreneurship. It was also published in Japanese under the title「失われた30年」に誰がした――日本経済の分岐点 His two previous books were Japan: The System That Soured--The Rise and Fall of the Japanese Economic Miracle (1998) and Japanese Phoenix: The Long Road to Economic Revival (2003), both of which were also published in Japanese.
    For 20 years he published a monthly newsletter on Japan called “The Oriental Economist Report.” Now he publishes a free blog called “Japan Economy Watch” at https://richardkatz.substack.com/.
    His essays and op-eds have been published in Foreign Affairs, The New York Times, The Wall Street Journal, the Financial Times, and The International Economy. He’s testified several times to Congressional committees.
    He also taught about Japan’s economy as an adjunct lecturer at the State University of New York at Stony Brook and at New York University.
    He received his MA in economics from New York University in 1996.
