East Asian Experience and South Korea-Japan Collaboration in Official Development Assistance

Announcement

As South Korea has just joined OECD's Development Assistance Committee (DAC) in January 2010, it would be natural to ask whether South Korea-Japan collaboration is possible in the arena of Official Development Assistance (ODA) in the coming years. There are several key factors in achieving this collaboration. First, the two countries share the same experience of having been both recipient and donor countries of ODA. These unique experiences should be analyzed, formulated, and disseminated to provide important global public goods. In doing so, South Korea and Japan should take the initiative in the reformation of rules and guidelines for the DAC, Multilateral Development Banks (MDBs), and United Nations Agencies. Second, South Korea and Japan can play an important role together in tackling global issues such as climate change and natural and manmade disasters. Third, the two countries can work together and positively utilize ODA to realize the ODA trinity (strategy, needs, support), facilitating private sector investments in low income countries not only in Asia but also in Sub-Saharan Africa. In this seminar, we will explore the possibilities of future collaboration between the two countries in the area of ODA from an evidence-based policy perspective.
