RIETI Foreign Direct Investment Database (RIETI FDI Database 2010)

The RIETI Foreign Direct Investment Database (RIETI FDI Database) contains estimates on sales and employment for Japanese foreign affiliates by country and industry from 1995-2006. The estimates are obtained by adjusting the Survey of Overseas Business Activities of Japanese Enterprises. The original survey is provided by the Ministry of Economy, Trade and Industry (METI). While the METI survey is the only source that provides comprehensive information on Japanese multinational corporations (MNCs), it is well known that the coverage rates are low, vary sharply over time, and differ substantially from variable to variable even within a single year, causing large fluctuations in reported values. For these reasons, we attempted to adjust the data for changes in coverage.

For our adjustment strategy, first we constructed a foreign affiliate-level panel data set using the METI survey. Second, we replaced the missing value with an interpolated value referring to the values in the following or previous year. Third, we aggregated sales and employment by industry and country.
