Abstract

In recent years, countries have used a variety of approaches to facilitating cross-border data transfers while ensuring trust. The "Mapping Commonalities in Regulatory Approaches to Cross-Border Data Transfers" published by the Organization for Economic Cooperation and Development (OECD) in 2021 ("OECD Mapping Report") systematically maps these approaches by classifying them into several types, and finds commonalities, convergences, and complementarities among them. The report provides a basis for recent discussions on the so-called DFFT (Data Free Flow with Trust) in international forums such as the OECD, G20, and G7 and therefore understanding its contents is highly significant. This policy discussion paper introduces the OECD Mapping Report, of which the author was one of the authors, and then discusses how the discussion on DFFT can be facilitated in the future, especially by examining the complementarity among different approaches.
