导言
标准包含在"知识产权推进计划2011"和"第4期科学技术基本计划"之中，是许多技术和网络市场创新之必须。在政府将标准作为公共财产给予政策性扶持的同时，企业也正在摸索如何参与标准化技术、知识产权以及标准化过程。而且，通讯等网络已经超越国境，从维持国际竞争力的观点来看标准化也是非常重要的。不过，制定规则却很困难。关于标准的研究，最近的主流是以标准的效率性为前提，运用兼顾企业战略行为的标准化过程和专利池的理论和实证进行分析。通过这种分析可以得出政策上的含义。本次研讨会将邀请引领知识产权研究的海外研究人员，汇报关于标准化和创新的研究成果，并互相交换意见。
